Kevin Lamb indicted on gun theft charges

A Tennessee man has been indicted by the Bell County Grand Jury on multiple gun theft charges that took place in 2008. Kevin A. Lamb, 29, of New Tazewell, was indicted on 27 counts of receiving stolen property (firearm) and 27 counts of theft by deception under $500.


According to the indictment, Lamb stole the guns from David Partin. The majority of the guns were semi-automatic weapons. He took each of the guns to East End Pawn Shop to sell or pawn the items.


The indictment states Lamb received between $65 and $400 for each of the weapons. The case officer of the investigation was Deputy Mike Cooper of the Bell County Sheriff’s Department (BCSD).


A woman accused of stealing a motor vehicle registration plate was also indicted recently. Yvonne Hoskins, of Calvin, was indicted for theft of motor vehicle registration plate/decal.


According to the arrest citation, the BCSD received a call from someone stating the license plate off her 97 Dodge Intrepid had been stolen. After searching the area, Deputy Joel Quillen located the decal across the road from the caller’s residence.


The citation states Hoskins acknowledged the vehicle with the stolen decal belonged to her, but said someone else must have placed it on her vehicle to get her in trouble.


Other indictments and charges include:


* James Lonnie Phelps, 43, of Middlesboro, first-degree fleeing or evading police, operating an ATV on a roadway, operating an ATV without head gear, operating on suspended/revoked operators license, failure of owner to maintain required insurance, three counts of disregarding a stop sign, carry a concealed deadly weapon and persistent felony offender;


* Matthew G. Osborne, of Middlesboro, theft by unlawful taking over $500;


* Emily B. Scott, 23, of Middlesboro, theft by unlawful taking over $500;


* Christopher C. Thacker, 24, of Middlesboro, receiving stolen property over $500, public intoxication of a controlled substance, tampering with physical evidence, two counts of receiving stolen property under $500, first-degree burglary;


* Donald Lingar, 56, of Middlesboro, first- and third-degree possession of a controlled substance;


* Heidi Renee Zachery, of Middlesboro, theft by unlawful taking over $500;


* Bradley Thomas Pauley, 26, of Middlesboro, theft by unlawful taking over $500;


* Randall Lee Houston, 29, of Middlesboro, theft of identity of another without consent, two counts of second-degree forgery;


* Summer Hawk, 22, of Middlesboro, fraudulent use of a credit card under $10,000 within a six month period, persistent felony offender;


* Jonathan E. Martin, of Middlesboro, theft by deception over $500;


* Amanda Turner, 34, of Middlesboro, first- and third-degree trafficking a controlled substance, first-degree promoting contraband, persistent felony offender;


* Phillip Lee Gray Jr., 27, of Middlesboro, first- and third-degree possession of a controlled substance, promoting contraband;


* Shanna Aileen Mason, 35, of Pineville, second-degree criminal possession of a forged instrument, persistent felony offender;


* Jennifer Faye Adkins, 43, of Middlesboro, two counts theft by deception under $500, two counts second-degree criminal possession of a forged instrument;


* Rebecca Christina Helton, 33, of Coldiron, third-degree possession of a controlled substance, tampering with physical evidence;


* Ricky Monroe Anderson, 44, of Williamsburg, speeding 26 mph or more over limit, reckless driving, operating motor vehicle under the influence, second-degree possession of a controlled substance, drug paraphernalia, first- and third-degree trafficking a controlled substance;


* James R. Daniels, 28, of Pineville, operating a motor vehicle under the influence, second-degree disorderly conduct, resisting arrest, second-degree fleeing or evading police, tampering with physical evidence, second-degree possession of a controlled substance, possession of an open alcohol beverage container in motor vehicle.
