The man who installed cameras in Walmart bathrooms received his final sentencing in Bell Circuit Court on Monday. Randall R. Rogers, 49, of Speedwell, Tenn., was sentenced to 20 years in the penitentiary for all the charges.
Rogers was charged with three counts of promoting a sexual performance by a minor under 18 years of age, four counts of video voyeurism and seven counts of first-degree criminal possession of a forged instrument.
Rogers pleaded guilty to the charges two months ago.
In Claiborne County, Tenn., Rogers received a 20-year sentence for pleading guilty to multiple counts of sexual exploitation of a minor, attempted sexual exploitation of a minor and unlawful photographing in violation of privacy.
After entering his plea, Rogers was remanded to the Kentucky Department of Corrections to serve his sentence.
The investigation behind Rogers’ acts began in December 2011. It was at that time officers from the Middlesboro Police Department (MPD) found the first camera inside the restroom.
The MPD worked in collaboration with the Claiborne County Sheriff’s Office and the Lincoln Memorial University Police Department during the case.
Rogers was apprehended by Lt. Tom Busic of the MPD in the Walmart parking lot. Middlesboro police were able to identify Rogers because he captured his face on the cameras when he turned them on after placing them in the restroom.
Police also said Rogers had a camera in his possession when arrested, but it was blank. Police also searched his home and found more evidence.
In other court news, Holly E. Bargo (Witt), 22, of Big Laurel, was sentenced on Monday to five years in the penitentiary on the charge of first-degree facilitation to commit robbery. She will actually serve six months in the Bell County Detention Center.
Bargo pleaded guilty in open court on April 1. She was represented by Linda J. West.
Willa Jean Johnson was also sentenced on Monday to five years in the penitentiary on the charges of third-degree complicity to commit arson and third-degree complicity to commit burglary. She will actually serve six months in the Bell County Detention Center.
Johnson pleaded guilty to the charges on March 19.
