Business owner Sue Webb addressed the Board stating that she had been overcharged for water for a long period and requested a refund. The Board agreed that during the period 2001 - 2004 Webb had been billed $975.64 too much for water. Webb was offered a credit on future water charges which she refused. The town will make a one time refund of the amount overcharged. Webb also asked if increased sewer rates would result, should the town obtain an additional grant for repairs of the sewer system. The board explained that the town would have to provide ten percent in matching funds if the $250,000 grant is received. Users of the system will be required to make up those matching funds. The amount and timing of the sewer rate increase has not been determined since the grant may or may not be obtained.
Trans World Systems will take over the collection process on overdue water bills. Mayor John Douglas explained that Trans World has an excellent record of collections and that the customer in arrears will be charged for the Trans World work. The Mayor stated that the town is serious about collecting what is due.
About 13 years ago, Cumberland Gap pledged $10,000 toward the building of the new National Guard Armory in New Tazewell. One year ago, that pledge was called in but the Gap did not have the funds on hand to make payment. Cumberland Gap borrowed money from the County Industrial Board in order to meet the debt. Recently the Board learned that not all state requirements had been met in borrowing the money. A resolution was passed that essentially dotted the I's and crossed the T's on the transaction. The loan from the Industrial Board is being repaid on schedule.
Fire Chief John Adams was appointed as the Cumberland Gap Safety Manager in compliance with TOSHA requirements.
Following the BMA meeting, the Beer Board met and agreed to investigate reports that beer was being sold without a permit in the town. Actions to be taken will be determined following the investigation.
