Claiborne County Planning Commission Discusses Land Development

The Claiborne County Planning Commission, chaired by Mr. Seth Butner, met at the Alpha School on Tuesday, 5 July at 12:30. After review and approval of last month's minutes, the Commission moved on to review of a proposed subdivision being developed by Mr. Jacobs. The minutes of the 7 June meeting indicated that a special "called meeting" had been held where Planning Commission approval had been given for the John Fugate subdivision.

The proposed development by Mr. Jacobs is located off of Straight Creek Road and east of Minton Hollow Road. All lots are located on existing roads and utilities. The Commission noted that the plat did not indicate the existing water line and that Health Department approvals had not yet been submitted. The Planning Commission discussed the proposed development at length and granted approval pending submission of the required permits and redrawing the plat to show the existing water lines.

The second item of business included review of the Shenandoah Springs subdivision (a gated community) on the Gary Jenkins property. This quality development will eventually include 400 to 600 lots on over a thousand acres fronting on Norris Lake. The development will be constructed in phases and will include a marina with over three hundred boat slips and underground utilities. Permits for the marina have already been granted by TVA, TDEC, and the Army Corps of Engineers. Mr. Jeff Howard, (representing the developer), explained that the required road contours had not yet been determined due to the significant amount of earth that would have to be leveled in order to make usable building lots. The County Planning Commission granted preliminary approval (in principle) to proceed with the first phase of the development subject to submission and review of road profiles and details concerning connection of the subdivision roads to he existing county road.

The final order of scheduled business was a brief discussion of the Federal Emergency Management Agency's plans to upgrade and digitize flood zone maps in Claiborne County. Staff explained that while the project would probably not be completed until 2007, that local communities should prepare their input carefully to let FEMA know of specific problems with the old maps and to highlight concerns where recent development may have created the potential for excessive storm water runoff. The FEMA handout also noted that communities would only have 30 days to review the new maps and make corrections before the new maps are approved. Mr. Roger Ball noted that the County Planners needed to work with New Tazewell planners (in particular) to ensure that problems with the old maps are corrected.

The Planning Commission adjourned at 1:30 P.M.
