Lee Roy Harris, 18, was charged with first-degree rape. He was arrested on Thursday around 8 p.m.
"This was another situation where they knew each other," said Middlesboro Police Chief Jeff Sharpe.
"We've collected quite a bit of physical evidence," he said. The evidence has been sent to Frankfort to the Kentucky State Police crime lab for analysis.
Last week David Curtis Mills, 43, of Middlesboro, was arrested and charged with first-degree rape for allegedly assaulting a teenager.
According to Sharpe, the number of rapes varies in Middlesboro from four to seven per year.
If convicted of the charge, Harris could face 20 years to life in prison.
Others arrested this weekend include:
Cheryl Lynn Howard, 42, of Middlesboro, was arrested by Middlesboro City Police officers and charged with public intoxication. She was released on bond.
Scott Collins, 23, of Pineville, was arrested by Bell County Sheriff's Department deputies and charged with public intoxication.
Lee A. Smallwood, 53, of Middlesboro, was arrested by Middlesboro City Police officers and charged with public intoxication.
Michael Earle, 21, of Pineville, was arrested by Pineville City Police officers on an outstanding warrant.
Ricky Albert Evans, 24, of Middlesboro, was arrested by Middlesboro City Police officers and charged with driving under the influence, failure to signal properly, no insurance, failure to register transfer of a motor vehicle, disorderly conduct and having an open alcohol container in a vehicle.
Traci G. Patrick, 33, of LaFollette, Tenn., was arrested by Middlesboro City Police officers for driving on a revoked license. She was released on bond.
Bobby J. Marcum, 44, of New Tazewell, Tenn., was arrested by Middlesboro City Police officers and charged with public intoxication and third-degree criminal trespassing.
Matthew Mills Jr., 65, of Pineville, was arrested by Pineville City Police officers and charged with driving under the influence of drugs and/or alcohol. She was released on her own recognizance.
George A. Gambrel, 31, of Pineville, was arrested by Kentucky State Police troopers and charged with public intoxication (excludes alcohol).
Douglas Browning, 29, of Pineville, was arrested by Kentucky State Police troopers and charged with reckless driving, not wearing a seat belt, driving on the wrong side of the road, driving a motor vehicle under the influence of drugs and/or alcohol, improper registration plates, no or expired registration plates, no or expired registration receipt and no insurance.
