August Indictments

Two men were indicted on murder charges indicted by the Claiborne County Grand Jury during its August session.

Ryan Tyler Baker, 25, was indicted on a charge of first degree murder in the April 2005 death of 16-month old Bryson Lee Gilbert. An autopsy revealed that the child had severe brain and internal injuries, either of which alone could have caused his death. At the time of his arrest on May 11 of this year, Baker maintained that the child had choked while eating and he tried to resuscitate the youngster. Medical personnel from East Tennessee Children's Hospital and the forensic pathologist's report stated that the injuries suffered by Gilbert were not consistent with the account given by Baker.

He remains lodged in the Claiborne County Jail under a $1 million bond.

The grand jury also returned an indictment of second degree murder against Jeffrey Thomas Harmon, 43, in the February 2005 shooting death of Michael Keith Venable. Harmon was also indicted on one count each of aggravated assault, possession of a Schedule II controlled substance for delivery or sell, possession of a Schedule III controlled substance for delivery or sell, simple possession of a Schedule IV controlled substance, and simple possession of marijuana.

He is currently free on a $20,000 bond.

  • Travis Lee Anders, 22, three counts of indecent exposure

  • Leonard Barnard, 41, one count of assault (domestic)

  • Tara Cupp, 30, one count of aggravated assault

  • Marty Collins, 31, one count each of driving with license suspended and simple possession of a Schedule IV controlled substance

  • Wilma Daniels, 33, one count of aggravated assault

  • Gary W. Evans, 32, one count of theft of property $500-$1,000

  • Georgia Evans, 28, one count of aggravated assault

  • John Derrick Ford, 32, one count of aggravated assault

  • Cary E. Fultz, 26, two counts of possession of a Schedule II controlled substance with intent to deliver or sell, and one count each of felony possession of marijuana, possession of drug paraphernalia, and unlawful possession of a weapon

  • Scott Brady Gibson, 52, five counts of reckless endangerment - deadly weapon involved

  • James Madison Henry, 47, one count each of DUI, violation of implied consent, unregistered vehicle on highway, and no proof of insurance

  • Melissa Clouse Higdon, 38, one count of DUI

  • Amanda Holt, 25, one count of aggravated assault

  • Phillip Herbert Hurst, 52, two counts of assault (domestic) and one count of assault, resist stop, frisk, halt, arrest, search, and harassment

  • Judy Lynn Jackson, 46, one count each of initiating the manufacture of methamphetamine, theft of property $500-$1,000, and possession of a legend drug without a prescription

  • Jerry Lee Johns, 28, one count each of DUI (second offense), driving on a revoked driver's license, evading arrest (flight-felony), and violation of implied consent

  • Charles E. Lakins, 52, one count each of attempt to possess over 300 grams of a Schedule II substance, possession of over 300 grams of a Schedule II controlled substance, unlawful possession of a weapon by a convicted felon, and theft of property under $500

  • James W. Lane, 44, one count of forgery

  • David Leroy, 71, one count each of DUI (second offense) and driving on a revoked driver's license

  • Marvin Ray Lipfird, 34, one count of DUI (third offense)

  • Ronald Longoria, 23, one count each of aggravated burglary and theft of property $500-$1,000

  • Mayford "Rocky" Manning, 32, one count each, initiating the manufacture of methamphetamine and promoting methamphetamine manufacture

  • Cynthia Mertens, 28, one count of aggravated assault

  • Crystal Mullins, 27, one count of aggravated assault

  • Mark A. Mullins, 39, one count each of initiating the manufacture of methamphetamine, theft of property $500-$1,000, possession of a legend drug without a prescription, and criminal impersonation

  • Amanda K. Newton, 19, one count of aggravated assault

  • Richard J. Newton, 44, one count of assault

  • Casey Adam Oliver, 23, one count of theft of property $1,000-$10,000

  • David Wayne Pace, 46, one count of cruelty to animals

  • Catherine Ann Partin, 45, one each of DUI (second offense), violation of implied consent, and violation of open container law

  • Arthur E. Patterson, 59, one count of aggravated criminal trespassing

  • Kevin Wayne Pennington, 19, one count of possession of Schedule II with intent to deliver or sell

  • Jack Edgar Rains, 60, one count each of DUI (third offense), driving on a revoked driver's license, simple possession of a Schedule III controlled substance, simple possession of a Schedule IV controlled substance, and unregistered vehicle on highway

  • Sidney Dean Roberts, 44, one count of DUI

  • Darrell Gene Rosenbalm, 58, one count of DUI (second offense)

  • Mark Lynn Rosenbalm, 32, one count of assault

  • Tommy Dale Rosenbalm, 24, two counts of possession of a Schedule II controlled substance with intent to deliver or sell, and one count each of felony possession of marijuana, possession of drug paraphernalia, and unlawful possession of a weapon

  • Debra Denise Smith, 45, one count of aggravated assault

  • Paul Tapak, 44, one count of aggravated assault

  • Tracy Lee Taylor, 30, two counts of reckless endangerment, one count each of aggravated kidnapping, aggravated assault (domestic), violation of implied consent, and leaving the scene of an accident

  • James Thomas, 53, one count of DUI

  • Stanley Harold Welch, 58, one count of DUI

  • Benny Kenneth West, 55, two counts of aggravated sexual battery
