The new scale facility at the Bell County Solid Waste is scheduled to be completed later this month. The board decided to move the scales and disposal site, to make it level with the highway, giving more room and convenience for those dumping solid waste.

The move also means the office will be located across the road between U.S. 25E and KY 1534. The office building will be a modern doublewide office, with parking and perhaps a drive-up window.

Work is soon to begin with the leveling of the ground, along with installation of a water and sewer lines. The property will be surrounded by a chainlink fence, that is expected to cost about $7,000 to complete.

Scott Solid Waste District Manager Carl Towne, of Oneida, Tenn., said plans are to install Cardinal Scales that will split weigh the trucks with two trailers. The read-out of truck weights will be inside the building, making use of one person. The board was concerned that two people were needed, however, Towne said only one was needed. He said one person should be able to unload a commercial truck-load of garbage in about 15 minutes, including retarping, as most trucks now have an automatic button to push that replaces the tarp.

Towne said plans are to have the weigh station completed this month.

“I will place the order for the scales and we should have them in three weeks, maybe earlier,” Towne said.

Pamela Reed was introduced as the new Southern Appalachian Resources (SAR) Educator, replacing Clifford Hurst. Currently, she is teaching at Lone Jack, Yellow Creek, and Page Elementary Schools. She anticipates teaching recycling and clean up for all school systems in Bell County.

“I usually spend about an hour per class. I try to get the upper grades by talking to the principals,” Reed said.

She added that she has had some problems getting into some schools and classes, as principals want her to return after state testing has been completed.

Reed is looking to start classes in any area school system. Call the 109 Board, 337-7035, for an appointment.

The 109 Board received a draft agreement between the City of Pineville and Poff Carting for garbage pickup. The board said it needs to have a city council approved copy of the final contract. Board members say they have no problems with Poff, other than he has not submitted an agreement where he picks up and disposes of Long's Pic Pac and Pineville Community Hospital's solid waste.

Poff Carting will charge $8 a month for residential garbage pickup until October when the rates will increase to $8.50 a month for residential pickup, and remain in effect through 2010.

The board received a second litter abatement payment in February in the amount of $20,954.41, and last month, the Bell County Conservation District gave the 109 Board $2,000 for the cleanup of two garbage dumps at Mill Creek.

Commonwealth Cleanup Week is set for March 19-25. Those wishing to dispose of their trash, during this week, at the transfer station may do so free of charge. However, there is still a charge for building materials such as shingles, Sheet rock, wood, lumber, tires and gas tanks.

The solid waste office will extend their hours to 5 p.m. Monday through Friday, and will be open on Saturday from 9 a.m. to 2 p.m.

All civic, religious and other nonprofit organizations are asked to help, and could win up to $1,500 by helping to clean up our environment.

Group participation forms may be picked p at the solid waste office. Trash bags and gloves will be available for those groups. Questions will be answered by calling the solid waste office at 337-7035.

PRIDE Cleanup Week in Bell County is set for April 8-22, and Earth Day will be observed April 21.
