City Council to amend personnel policy

MIDDLESBORO - The city of Middlesboro is preparing to adopt the annual budget along with an ordinance amending the city's personnel policy tonight at the City Council meeting.

The amendment to the personnel policy includes changing the probationary status from six months to twelve months for new employees and taking out the section stating “each employee that has successfully completed the initial six month probationary period shall be granted a two and one half percent pay increase.”

Safety director James Pursifull said Monday that one of the reasons behind the proposed change was due to the fact that some police officers that are hired go off for training for a period of five months and the department or the city doesn't have enough time to evaluate them.

“This won't affect anybody that's already here, just new employees,” said Pursifull. “But this does apply to everyone that works in the city - not just the police department.”

The ordinance will have the first reading Tuesday. In order for it to take effect, it must be passed on a second reading.

Also on the agenda is the proposed budget for the 2006-07 fiscal year. The budget calls for $7,857,500 in total revenues, and $7,790,400 in total expenditures.

Once again, the budget includes no tax or fee increases.

The council will also consider bids for property and casualty, errors and omissions, and workmen's compensation insurance for the city.

The council will meet 7 p.m. tonight at City Hall.
