South led 22-14 at halftime, but the Lady Cats charged back in the third quarter.
Katie Dixon led a balanced Bell offense in the third period as she scored five points, Jamie Shepherd and Jenne Lefevers added three each. The Lady Cats outscored South 15-9 to make it a two-point game, 31-29, heading into the fourth quarter.
Whitney Smith made a basket and hit a 3-pointer in the fourth and Justice took over on the inside.
Dixon, who led all scorers with 19 points and Melissa Partin both fouled out of the game. Justice hit seven of nine free throws in the fourth as the Lady Cards held on for the nine-point win.
South Laurel (15-6) won for the seventh time in their last eight games. They will host Knox Central on Monday.
Bell County (9-11) travels to Cawood as part of a boys/girls double-header on Tuesday.
