JONESVILLE, Va. — The Lee County Board of Supervisors met on Tuesday at 5 p.m. in the court house. They held a hearing to discuss the request of a special-use permit and to hear updates on delinquent tax collection.
During public hearings, Billie Ann Williams requested the permit to construct a mini-storage facility on approximately .89 acres in an R-1, single family residential zone. The property is located on the eastern side of Rose Hill, Va., off of Calvary Road, just north of Old Highway 58.
Representatives from VDOT, James Parsons and his assistant Stephen McKeever, questioned the access situation for the facility.
“What happens is that private road somewhere hits a state road,” said Parsons, who is the residency administrator for VDOT in Lee County. “And at that point — I don’t know but what he’s going to do that will change the character of that road — that’s where we need to be involved. Now you’ve changed the character of that entrance onto a state road, which is probably not up to standard to start with. It just compounds the problem. That’s why we need to be involved with these things early, instead of at the end.”
Williams reported that he had spoken with another representative from VDOT and was given permission to build the facility.
The VDOT representatives went into a lengthy discussion with the Board regarding the laws that govern road and access construction in private communities that later build a commercial property inside them.
Board member Claude Ray asked VDOT whether they would protest the Board’s decision to grant the special use permit after permission was given to Williams.
“I think all we’re saying is that this is an example of why we need to be involved early, and not later,” said Parsons. “Quite frankly, we’ve just sat here silently and heard a lot of different zoning amendments approved that we did not know anything about until we came into this courtroom.”
Parsons said he was not familiar enough with Williams’ request to know if it would be a problem for VDOT’s regulations.
During the Treasurer’s Report, John Rife, partner with Linebarger Goggan Blair & Sampson, LLP, gave an update on delinquent tax collections. Rife reported that his firm turned over a collection on 12,000 properties, generating a half-million dollars for the county at no cost to them. Rife said that his firm was only “halfway done” collecting from the properties.
The board approved minutes from previous meetings on Sept. 25. During delegations, Beryle Greer asked the Board to move his report on the town of Jonesville’s boundary adjustment to the next meeting.
The board approved the monthly and supplemental appropriations.
The board appointed Kyle Chadwell to the Civil War Sesquicentennial Commemoration Committee; Jennifer Stapleton to the Community Services Board; Jeryll Williams to the Planning Commission; and Jenny Garrett to Social Services.
The Board approved the terminal building pay request no. 7; the automated weather observation system pay request no. 3; and the State Homeland Security Program grant offering. Judge Larry Lewis was appointed to the Alcohol Safety Action Program for a three year term.
Interviews for the Building Code Official position were scheduled Dec. 16 at 3 p.m.
The Board also considered carpet bids and fixture replacement costs for the courtroom.
