Trooper Jacob Wilson responded to the Vendors Mall after receiving a call from a person who stated that he had a tiller stolen and he went to the Vendors Mall and found the tiller had been pawned there. The victim identified his tiller and the pawn shop owner, Randy Hale, 43 of Barbourville refused to release the property to the owner. The owner had to purchase the tiller back from Hale.

Police said Hale did not have any documentation and subsequently was charged with receiving stolen property under $10,000, tampering with physical evidence, and failure for pawn broker to give ticket and receipt for article pawned.
