Bell-Whitley Community Action Agency Director Peggy Capps has been placed on administrative leave. Board chairman, Bell County Judge Executive Albey Brock confirmed the report recently but could not comment on the matter.

Board attorney Jason Williams was also contacted but would not comment either.

The reasons for the the decision to place Capps on administrative leave has not been made public.

Capps was the director over all of the programs administered through Bell-Whitley, which includes weatherization, head start programs and housing. Capps has worked for the agency for a total of 20 years, and has been executive director since August 1995.

More information will be made available as it is received.

Bell-Whitley Community Action Agency is one of more than 1,000 Community Action Agencies in the United States. Organized in 1968 and incorporated in 1969, as part of the Economic Opportunity Act of 1964 to fight America’s War on Poverty, Bell-Whitley Community Action Agency utilizes all resources available to help others to become self-sufficient.

The Agency currently has two offices, one located at 129 North Pine Street in Pineville, and the other on U.S. 25W in Williamsburg.

I moved from Bell County ten years ago and left Bell-Whitley at that time. I knew and worked under the supervision of Peggy Capps. The Peggy Capps I knew was exceptionally ethical. I respected her because she expected everyone to do a good job, including me. I felt she had Bell-Whitley's best interest at heart. As a matter of fact, Bell-Whitley would not be what it is today had it not been for this woman. It behooves me to read some of the crap that I've read. I don't believe a word of it. If Peggy Capps reads this, she will know who I am. I have not spoken with her in years, but she will know me. Kudos to you, Peggy. Hang in there and don't let the bas***ds get you down.

Surely, you jest!?!? I think the public is entitled to know what transpired to cause such a decision.

The public is "entitled" only to get the facts of a newsworthy story. It should not be teased along with innuendo and suspicion that caters to the baser instincts of the bored masses.

I think that someone close to this potential story, someone whose life lacks luster, decided to take it upon herself or himself to tell all to a reporter and get it before the public before all the questions could be answered. Lately, it seems that every "big" story the MDN has published is lacking important details. This is poor journalism and shows the lack of editorial supervision. And it is certainly unfair to the subject of the story.

Yeah, no explanation as to why previous efforts to annex the park lodge failed or why Albey can't figure out how to measure mercury. I guess probing questions are not allowed. Pineville Sun isn't any better. Are the newspapers that afraid of hurting the feelings of somebody important?
