Blackburn, Delphine L. Ramseur Anderson, 90, of Middlesboro, KY, passed peacefully into the loving arms of her “heavenly” father on Saturday, May 18, 2013. She was a loving and caring wife, mother, grand-mother, sister and friend. She was born August 26, 1922 to Howard and Sallia Ramseur, her parents, who preceded her in death. Preceding her death was her husband James William Blackburn, a step-son Alexander (Buckey) Blackburn, her brother Howard Jr., sister Lucille King and granddaughter, Checita V. Jackson.


She received her education in the public schools of Middlesboro. She received her Bachelor of Art in Elementary Education from Kentucky State College in Frankfort, Kentucky. She was a devoted first-grade teacher at Lincoln and Eastend Elementary schools for 37 years until her retirement in 1986.


She is survived by two devoted daughters: Sallymarie Anderson Jackson Myles(David) and Deloris Eiland; sister, Bettie Jane Price; grandchildren: Christopher Keith Jackson(Vickie), Otavio Jackson (Sheila), Ronald Eiland Jr., Tonique King, Keidra King,Yvette Pierce and Raesean Allen; eight great-grandchildren, two step-daughters: Vanta Lewis and LouAnnette Blackburn Shockley; and In-laws: Alberta Blackburn and Richard Blackburn.


Funeral service will be Noon, Saturday, May 25, 2013 at White Memorial AME Zion Church, 109 Ironwood Rd., Middlesboro, KY and internment will be in Green Hills Memorial Gardens. Visitation will be held on Friday, May 24, 2013 from 6-8 p.m. at Shumate Funeral Home Chapel.
