Older schools need repairs

MIDDLESBORO – The Middlesboro Board of Education met in regular session on Monday night to better organize and prepare for the 2009-2010 school year, and to establish a stable foundation regarding yearly school operations.

Middlesboro Superintendent Rita Cook began the meeting by distributing letters to all board members regarding audit updates and KSBA “School Law Resources.”

Facilities manager Larry Adams updated the Board on structural preservation and routine maintenance.

“We have some repairs that we need to look at … and I have put those on hold until you people can see where you are going budget wise,” explained Adams. “It’s not anything that we can’t put on hold, but it will have to be addressed sooner or later.

“Our buildings have age, and we are beginning to see that age, but still yet we’re okay,” added Adams, in relation to school facilities throughout the Middlesboro School District.

Adams also discussed a possible plan to implement the public use of school facilities for special events and programs. The Board and area principals would have to agree upon all policies and procedures, in order to institute event insurance.

Superintendent Cook then spoke about the significance of ACT scores, and the importance of ACT trends within the district.

“The interesting thing in Kentucky is that this is a relatively new event,” said Cook. “And with all the comparisons that have been occurring across the state, really and truly, we haven’t been taking the test long enough to really know very much. We don’t really have trends yet.”

In official school business, board members discussed and approved the following:

• The minutes of the July 20, 2009 regular meeting, and the special called meetings held August 6th and 10th, 2009

• The Board briefly discussed 2010 Tax Rate and planned to further address this issue in next month’s regular called meeting, which will take place on September 21, 2009 at 6 p.m.

• Policies and procedures update

• The Board approved financial reports as presented from Middlesboro High School, Middlesboro Middle School, Middlesboro Intermediate School and the Primary School.

• The Board approved the Superintendent’s Report on Personnel, the Treasurer’s Report, Cafeteria Report and the Annual Financial Report for Fiscal Year 2009. No adjustments were made at this time.

• Agreement of monthly payment of bills and salaries

• Approval of Depository Bond, ARRA Stabilization Application and the PRIDE Environmental Education Outreach Program for 2009-2010 school year.

The Board broke into executive session to discuss personnel, and no action was taken.
