Pursifull and King were killed on duty after a vehicle driven by David Poppiti crashed into Pursifull’s parked cruiser during a high speed chase lead by Kentucky State Police on Jan. 10, 2008. Poppiti was sentenced to prison in June.
Ward said the memorial will be a Kentucky State Monument that will honor all Kentucky K-9 Officers who lost their lives in the line of duty. The event will also specifically honor Pursifull and King “who gave their lives protecting the citizens of Bell County,” according to the event invitation. A special demonstration will also be given by K-9 officers and their handlers. The memorial will be a bronze sculpture of King.
The Bell County Volunteer Fire Department, represented by Assistant Chief David Miracle, presented the Fiscal Court a letter stating that according to the year ending financial statement, they had “not been given the full 25 percent that is due them from the Insurance Premium Tax for the fiscal year 2008-2009.”
“We ... are requesting the balance that is due us from the 2008-2009 Insurance Premium Tax monies. Also, as of now, the Bell County Volunteer Fire Department will issue one receipt per fiscal year to the Bell County Fiscal Court for monies received for that fiscal year.”
Brock said he would review the matter with Ward.
Brock clarified a statement made at the last special called meeting regarding the Fiscal Court’s reimbursement to the jail for money used from the Commissary Fund to pay for jail mattresses. The fund is just for nonessential items for the prisoners. At the time, Brock and former jailer Jimmy Hoskins considered the mattresses to be nonessential and therefore used the money to pay for the items. But the state auditor said that was an incorrect use of the Commissary Fund.
The following items and personnel decisions were approved:
• Monthly checks were approved from Sheriff Bruce Bennett after expenditures in the amount of $25,168.67. A 2008 tax settlement which is subject to audit was also approved. In their monthly activities report, the Sheriff’s office took 453 calls, handled 19 collisions, made 53 arrests, five DUI arrests, and one drug arrest, among other items.
• Sally Smith and Joy Saylor were reappointed to the Bell County Public Library Board of Trustees.
• Samantha Brock changed from part-time to full-time EMT worker.
• Jim Gray changed from part-time to full-time deputy Jailer.
• Angel Gregory hired as office worker in treasurers office at $9 an hour.
• James Shackelford hired as full-time Deputy Sheriff at $10.48, pending approval from state retirement system.
• A resolution authorized coal severance projects to be funded in priority order and another resolution gave Brock the authority to execute the orders.
• Austin Lane in District 1 and Arcade Hill road extension in District 2 were accepted into the county road system.
• Proposals by Vaughn and Melton for water and sewer infrastructure at Pine Mountain Regional Industrial Park were approved.
