Nelson announces coal severance appropriations for Bell County

MIDDLESBORO — With the end of the budget session, State Rep. Rick Nelson has released the list of coal severance dollars appropriated for Bell County.

“Coal severance is very important to the citizens of Bell County. It helps both our county and city governments during hard economic times, like we have now. And we have always tried to appropriate money in areas that benefit all Bell County citizens,” Rep. Nelson said.

Who runs the Bell County Industrial Foundation? Given the limited additions to the industrial base over the last 42 months, maybe they should just spend the money on lottery tickets. At least we'd have something resembling a chance that way.

The comparison was between the 2010 and 2011 budgets, which is almost a doubling for the Fiscal Court. Also, aren't there additional expenses such as salaries? If we squeeze the budget everywhere else, why not Fiscal Court? Its never "free" money.

To No, of course you can get a breakdown of any expenses the Fiscal Court makes. All coal severence funds must be pre-approved by DLG (department of local governmemts) BEFORE being spent. Now, all of your tax dollars must have proper documentation attached, receipts, detailed invoices, and bid specs if a project exceeds 20K, and all of this information is filed in the county treasures office for your inspection.

As for the amounts, coal severence proceeds were down, and the fiscal court took the hit, so that the above groups wouldn't have to. Total difference from the 2008-2009 and 2009-2010 budget verses the 2010-2011 and 2011-2012 budget was more than 500k, so not an increase as you posted, but rather a huge decrease.
