A Middlesboro man was indicted by the Bell County Grand jury on a stalking charge.

David M. Bingham, 53, was indicted on the charge of first-degree stalking. According to the indictment, Bingham intentionally stalked a female individual by repeatedly following her and contacting her by calling her on the telephone for no legitimate purpose.

The indictment also states Bingham explicitly or implicitly threatened the lady, which intentionally placed the woman in reasonable fear of serious physical injury or death. Prior to these event, Bingham had an order placed on him, which stated he was to have no contact with the woman and must remain at least 200 feet away from her.

According to the detention center website, Bingham remains in custody in the Bell County Detention Center. Det. Joe Holder of the Middlesboro Police Department was the investigating officer on the case.

Other individuals indicted include:

Michael David Barker, 37, of Middlesboro, was indicted on the charge of improper registration plate, failure to or improper signal, operating on suspended / revoked operators license, manufacturing methamphetamine and for being a persistent felony offender in the second degree;

Joseph Dewayne Levi, 27, of Pineville, was indicted on two counts of second-degree burglary;

Robby J. Johnson, 29, of Dayhoit, was indicted on two counts of theft of identity of another without consent, theft by unlawful taking under $500, second-degree possession of a controlled substance, possession of marijuana, controlled substance prescription not in original container and for being a persistent felony offender;

Jonathan D. Smith, of Middlesboro, was indicted on the charge of criminal attempt to commit theft by unlawful taking, four counts of complicity to commit theft by unlawful taking, first-degree complicity to commit criminal mischief and second-degree unlawful transaction with a minor;

Jennifer L. Spradlin, 43, of Middlesboro, was indicted on eight counts of disregarding a stop sign, failure of owner to maintain required insurance, reckless driving, disregarding a traffic control device, residents not to use license of other states, first-degree fleeing or evading police and second-degree wanton endangerment;

Ashley Howard, 28, of Wallins, was indicted on two counts of second-degree criminal possession of a forged instrument, criminal attempt to commit theft by deception and for being a persistent felony offender;

Ronnie Dewayne Baker, 27, of Middlesboro, was indicted on three counts of second-degree criminal possession of a forged instrument and for being a persistent felony offender. He was also indicted on five counts of second-degree forgery and fraudulent use of a credit card under $10,000;

Jeff Taylor, 39, of Pineville, was indicted on the charge of complicity to commit theft by unlawful taking over $500 and for being a persistent felony offender;

Lonis Dean Lowe, 50, of Middlesboro, was indicted on first-degree fleeing or evading police, fourth-degree assault and for being a persistent felony offender;

Ricky E. Taylor, 49, of Cannon, was indicted on the charge of complicity to commit theft by unlawful taking over $500;

Pamela G. Brock, 42, of Middlesboro, was indicted on the charge of second-degree forgery;

Roy Edward Laws III, 35, of Middlesboro, was indicted on the charge of second-degree criminal possession of a forged instrument.

An indictment is an accusation only. Those indicted are to be presumed innocent unless proven guilty in a court of law.
